Project Highlights

  • Resurgence was commissioned by The City of Middletown to research and report on the feasibility of redevelopment for 18 local sites that consisted of various property types within the City’s jurisdiction. The breakdown included city-owned as well as corporately and privately held sites ranging from small vacant lots to an abandoned campus of multi-use buildings. Several properties were perceived or known to be environmentally impaired (brownfields). Some were underutilized or vacant strip centers (greyfields) and two were de-commissioned elementary school sites.
  • Resurgence studied each site both individually and, where possible, in tandem with other sites that shared geographic proximity in order to create more flexibility and/or compatibility for future redevelopment projects.
  • Among other key observations, the final report recommended that six of the sites be folded into three top-ranking projects that, with the proper plans of action, could accommodate a variety of developer interests. The remaining 12 sites were classified as secondary as to immediate investments of time and monies but were still considered viable for a number of possible reuses.
  • Equally important in the rankings of the 18 properties was the research by Resurgence as to funding possibilities for the sites. Our report included an extensive review of possibly applicable state and federal grants from a variety of sources and agencies.
